Cuyahoga County is Now Hiring:  Director, Housing and Community Development

This position directs the County Department of Housing and Community Development. The position functions as a creative leader with responsibility to strategize, plan, and direct housing initiatives and programs to address the housing needs of Cuyahoga County residents. This position is responsible for managing and reporting all housing and community development-related funds, serves as an advocate for housing-related policies at the local, state, and federal levels, and provides related strategic advice to the Executive and Cabinet.

Essential Job Functions
Major functions are listed in order of importance. Performs other duties of a similar nature within the position’s scope of responsibility as may be required.

• Strategize, plan, and direct the County’s housing and community development initiatives and programs (e.g., participate in housing market analysis and planning, improve sustainable and middle-market housing options for citizens of various needs and means, develop policy to improve housing equity and inclusion) in partnership with other County Departments, and other local, State, and Federal government agencies.
• Direct and manage the use of external funding such as the federal Community Development Block Grant (CDBG), HOME Investment Partnership Act formula allocations, and local monies. Research and apply for funding that would assist in increased funding to the Cuyahoga Housing Fund. Works with the U.S. Department of Housing and Urban Development and other funders to ensure program compliance and timely use of funding.
• Serve as the resident subject matter expert and champion to County’s efforts to revitalize communities and consistently improve housing choices and conditions. Advise County leadership on housing policy and programs. Collaborate with other County Departments and/or on County Programs that involve Housing or serve participants for whom housing is also an important issue (e.g. Homeless Services, Re-entry, Senior and Adult Services). 
• Advocate and collaborate with housing experts, advocates, strategic partners, Cuyahoga County communities, and non-profit funding recipients, and other stakeholders, both internal and external, to assess and determine best housing practices to impact local government and its citizens. Monitor, review, and advise on new state and federal laws and pending legislation. Represent the County at meetings and conferences and other events related to Housing.

Minimum Requirements
• Bachelor’s degree in public administration, economics, business administration, management or a related field.
• Five (5) years of progressively responsible experience in community development, economic development, and/or housing policy.
• Demonstrated experience transforming communities and regions by increasing and improving housing initiatives, programs and options.
