Request for Proposals - Choice Neighborhood Planning Grant Coordinator Services

REQUEST FOR PROPOSALS 
FOR CHOICE NEIGHBORHOOD PLANNING GRANT 
COORDINATOR SERVICES

The City of Steubenville and Jefferson Metropolitan Housing Authority (JMHA) are requesting submission of proposals for the provision of Choice Neighborhood Planning Grant Coordinator services, from qualified offerors, for the provision of planning consulting, community engagement, and related services for the preparation of a Transformation Plan for the City of Steubenville’s North End Neighborhood. All such submissions must be responsive to and meet the criteria in the Request for Proposals (RFP) document. Submissions will be accepted until 3:00 p.m. (local time) on November 10, 2022, and must be submitted to the Steubenville Planning and Zoning Commission, 115 South Third Street,
Suite 108, Steubenville, Ohio 43952.

The services required will consist of, but not necessarily be limited to, the following: public outreach, education and engagement; mapping and graphics; and transformation plan preparation. It is expected that this project will be primarily funded by the U.S. Department of Housing and Urban Development (HUD) under the F.Y. 2022 Choice Neighborhood Planning Grant Program. 

Since the City and JMHA are seeking a professional service which may be available from several qualified organizations, it has elected to follow the competitive proposal method of procurement as provided in the HUD Procurement Handbook 7460.8 REV 2, Chapter 7. Under this method of selection, the City will receive proposals from all interested parties until the above mentioned date and time.

Based on the selected method of competition, the City and JMHA reserve the right to reject any and all proposals. The City and JMHA also reserve the right, as provided under the above mentioned procurement method, to negotiate various details of the proposals with the parties which have submitted them. If the City and JMHA decide to negotiate any aspect of the proposals with any of the parties, it will provide all other submitting parties with an opportunity to negotiate on the same point. The City and JMHA reserve the right to select the specific issues on which it will negotiate with any or all parties, and will not negotiate any issues other than those it selects.
