LEAD SAFE OHIO PROGRAM

CONTRACTOR CULTIVATION AND PROCUREMENT TRAINING FOR LOCAL GOVERNMENTS

OCCD is partnering with Capital Access to provide training and build capacity for Lead Safe Ohio Program subrecipients to successfully cultivate and retain contractors for lead hazard control and abatement activities.  The training will include these topics and will be provided as outlined on the schedule.  Three (3) training dates are available for each of the sessions.

Intro to Federal and State Procurement (1.5 hours)

Procurement is one of the most challenging aspects of federal grant administration and is a common source of monitoring and audit findings. This training will help banish your procurement blues by providing an overview of the state and federal procurement requirements that apply to LSOP contracts. Appropriate for new as well as experienced grantee staff. Topics include:

• Key Procurement Concepts and Regulations
• Equal Opportunity Issues that Affect Procurement
• Overview of the Procurement Process
• Tips for Implementing Procurement Successfully

Contractor Prequalification and Unit Pricing Strategies (2 hours)

Contractor prequalification and unit pricing are the secrets to saving time and effort in your lead programs, but it’s important to do it right. This training offers two versions which are customized to the needs of rural and urban/suburban counties, respectively. Appropriate for new as well as experienced grantee staff. Topics include:

• Cultivating a Pool of Qualified Contractors
• How to Develop Unit Pricing for Lead Hazard Control Activities
• Bidding Out Unit-Priced Projects to Pre-Qualified Contractors
• Documenting Compliance with 2 CFR 200

Timely Payment Processing (1.5 hours)

Paying contractors promptly is critical to program success, but finance procedures can be complex and difficult to navigate. This training will help grantees identify and remove obstacles to expedite payments, sustain contractor participation, and promote timely expenditure of funds. Appropriate for new as well as experienced grantee staff. Topics include:

• Getting Contractors Set Up for Payment
• Establishing a Draw Schedule based on the Work Specification
• Timing and Scheduling Considerations
• Expecting and Preparing for the Unexpected
